"As a rule, people appeal to the prosecutor's office with the complaint to actions or inactivity of law enforcement agencies. In such cases people come with the emotions from which operators shall collect all necessary logbook for the prosecutor. Operators are the people selected by us on a competitive basis, their task is entering of all data into an information system. The system is integrated with all necessary databases thanks to what the operator can look in it at all data. If the person arrived from regions, he tells the surname, the name a middle name, all criminal data will "float out" on him," Bagdat Musin told.

"It is less prosecutors, than operators, they highly paid therefore we could not put highly qualified prosecutors here. The prosecutor - the person who shall work directly on specific complaints he led out special location behind glass according to the European standards," Musin continued.

The format of work of the center reminds the principle by which the centers of service of the population work – at first visitors of the center pass on a reception and get advice. After they address operators with the problem who already direct them further – to prosecutors, lawyers, mediators or to other experts depending on character of a problem. 

"The citizen, when goes to the prosecutor, he will have all necessary form, specifically, - that he needs to make. According to the concrete complaint, - what it is necessary to take action and the decision to satisfy the citizen," Bagdat Musin summed up. 

The separate cabin where persons interested can write down the video message to the first heads of public authorities is of particular interest. The automated system which according to the identity card reads out all information on the visitor allows to write down the address to the first heads by means of a video question. The answer to him will come to e-mail. If the visitor doesn't have her, he can come and learn the answer after a while again. 

On legal questions skilled prosecutors will work here. The main objective of the Center is operational permission of complaints, increase in level of credibility of citizens to law enforcement agencies and also elimination of administrative barriers and bureaucracy.
